JOB DESCRIPTION

Position: CEDAMM Training Center Manager
Reports to: WCS Gabon Country Director
Location: Gabon (based within Lope National Park)
Country program/sector : WCS GABON/Capacity building-CEDAMM Training Center
Position Type: Full-time
Internal Liaison : Financial Director,Director of Administration and Operations, Technical Assistants, Project andSite Managers.
Close collaboration with : WCS Regional Office for Central Africa; Capacity-building officers incharge of capacity building within public administrations managing protectedareas in the 7 target countries of the ECOFAC 6 program; Training officers foroperators and partners of the ECOFAC6 program; higher education institutions inforestry and conservation (ENEF, ERAIFT, EFG, etc.); public administrations incharge of professional and technical training.
Expected Travel: Trips betweenLopé and Libreville. Occasionally travel to other countries covered by ECOFAC 6program for meetings if needed.
Presentation of the EU-ECOFAC 6 program
The Support Program forthe Conservation of Biodiversity and Fragile Ecosystems - Phase 6("ECOFAC 6") funded by the 11th European Development Fund isdesigned to support government institutions responsible for environmentalmanagement in Central Africa. The ECOFAC 6 program targets direct support tonearly 12 protected areas in seven different states (Gabon, Cameroon, CentralAfrican Republic, Democratic Republic of Congo, Republic of Congo, Sao Tome andPrincipe and Chad) members of the Economic Community of Central African States(ECCAS) and eight priority landscapes for conservation, while contributing to agreen economy characterized by sustainable and inclusive economic developmentand the fight against climate change. To address threats to biodiversity andprotected areas, the program's activities aim to: (a) coordinate sectoralactivities at the level of targeted territories and regional landscapes; (b)strengthen and improve conservation systems; and (c) involve local populations inconservation. Conservation effectiveness will be enhanced through capacitybuilding of stakeholders and the adoption of a participatory learning andmanagement approach.
It is within theframework of the ECOFAC 6 program that the Wildlife Conservation Society (WCS)through the Dr Alphonse Mackanga Missandzou Educational Complex (CEDAMM) hasbeen selected as the operator for the implementation of the sub-regionalsupport action relating to the development of curriculum and other mechanismsfor the training of ecoguards.
The overall objective ofthis action is to develop and implement a curriculum and training mechanismsfor the eco-guard profession in seven countries selected under the ECOFAC 6program.
The Specific Objectivesof

The Action Are
Design, validate anddeploy the regional training curriculum for the ecoguard profession in thetarget countries of the region;
Implement the regional ecoguard training system (testing, evaluating,and improving) and enable CEDAMM to become a structure of reference for thecontinuous training of ecoguards and protected area managers in Central Africa.
In order to contribute to improving theeffectiveness of protected area management in Central Africa through thetraining of ecoguards, WCS is recruiting a project manager who will beresponsible for planning, coordinating and ensuring the implementation of thissub-regional action.
Wildlife Conservation Society organization in Gabon
In Gabon, WCS is one ofthe largest and oldest conservation organizations. Through the accord de siegesigned with the government of the Republic of Gabon in 2003, WCS focuses itstechnical assistance on knowledge of and ecological monitoring of marine andterrestrial mammals (particularly forest elephants) and fisheries resources;capacity building in the planning and management of protected areas; and lawenforcement monitoring regarding natural resources.
For decades, WCS has developed theoretical andpractical knowledge on Central African ecosystems (biodiversity, structure,dynamics and functioning) and tools to ensure their sustainability through theconcept of integrated and participatory management. The development andtransmission of this knowledge and tools is one of the missions of the ComplexeEducatif Docteur Alphonse Mackanga Missandzou (CEDAMM). CEDAMM is locatedwithin the Lopé National Park, and has been selected for the implementation ofthe sub-regional support action for the training of ecoguards.
Job Summary
The CEDAMM training center managerwill be responsible for making CEDAMM a sub-regional champion for eco-guardstraining. The training center manager will supervisethe planning, implementation and monitoring of all project activities atCEDAMM.

Main Responsibilities

CEDAMM infrastructure development and outreach

  • Contributeto the development of the procurement plan for all the services planned for theproject;
  • Supervise the construction of new buildings atCEDAMM;
  • Supervise the energy transition of CEDAMM byinstalling a solar panel system;
  • Participate in the development andimplementation of a strategy for the sustainable funding of CEDAMM;
  • Contribute to the institutional anchoring ofCEDAMM in Gabon and in the sub-region of Central Africa.

Management and implementation

  • Develop annual, quarterly and monthly work plans for the implementation ofproject activities;
  • Ensure operational monitoring of activities carried out at CEDAMM;
  • Ensure regular financial monitoring (monthly, quarterly, annual) of CEDAMM in coordination with the Administrative andFinance Department;
  • Implement all WCS and donor procedures in terms of administrative andfinancial management;
  • Prepare periodic progress reports for project activities;
  • Organize the semi-annual physicalinventory of CEDAMM materials and equipment;
  • Organize control of supplies, stocksand distribution of purchases
  • Ensure the management of WCS staff working at CEDAMM.

T raining sessions implementation at CEDAMM

  • Organize training sessions for the principal trainers and eco-guardsat CEDAMM (basic training for Gabon and training of team leaders from thesub-region)
  • Support trainers in the design of trainingcourses and the production of teaching materials
  • Participate in training sessions as a trainer
  • Set up CEDAMM training and performanceevaluation systems
  • Prepare periodic reports on training activities.

Communication and visibilityof the project

  • Plan, and implement, in close cooperation with the ECOFAC 6 sub-regionaltechnical assistance, communication and visibility activities aimed at raisingawareness of the project's objectives and the support received from the EU.
  • Ensure the dissemination of all relevant documents to ECOFAC 6 programpartners;
  • Facilitate and regularly disseminate the conclusions and lessons learnedfrom the implementation of project activities to national teams, partners andother relevant actors in coordination with sub-regional technical assistancefrom the ECOFAC 6 program;
  • Prepare the meetings of the steering committee by providing the requireddocumentation and highlighting the issues of concern to be addressed;
  • Facilitate and promote the sharing of experiences regarding ecoguardtraining between countries and ECOFAC 6 program partners.

Minimum Requirements
Qualification Requirements

  • Masters Degree in biology or human sciences
  • Demonstrated strong project management experience;
  • Demonstrated understanding of the job-skills approach and training in a professional environment;
  • Demonstrated experience in Protected Areas management in Central Africa and the job of the ecoguards;
  • Sense of dialogue, listening skills, excellent interpersonal skills and fluency in a multi-actor and multicultural environment;
  • Good synthesis and writing skills;
  • Have excellent analytical, synthesis and facilitation skills for workshops or seminars;
  • Experience in managing projects funded by the European Union would be appreciated;
  • Professional proficiency in French is mandatory. Knowledge of English or even Portuguese would be greatly appreciated.
